Analysis of the economic fabric in the context of the preparation of the municipal government of the Territory Plan (TMP) of the Municipality of Como

With the job in the Municipality of Como has sought to deepen the analysis of the economic sectors that constitute the set of products and services of its territory, in the context of the preparation of the Government of the Territory Plan (TMP).

Since, moreover, the purpose of the study was to provide strategic input from the perspective of socio-economic territorial planning, it was considered appropriate, while maintaining a complete overview on enterprises and local units by sector, and also reconstructing a long-term trend, focus on greater extent on the activities having significant potential impact on land management.

In some cases, these economic sectors, in addition to the constraints inherent in a purely urban land uses and standards of realization, they were also influenced by administrative constraints, in the sense that it was also required administrative authorization linked to standards purely sectoral.

The primary reference is represented in this way by the retail trade in the fixed medium to large (ie over 250 square meters of sales) for his substantial and evident effects in the generation of urban and peri-urban flows that modify the structure of the territory, but were explored other areas with similar characteristics.

The prevailing trend in the government of the territory with respect to the establishment of tertiary activities and business in particular, is currently estimated based on the impact and its sustainability, while purely economic considerations are almost everywhere now been ousted and eliminated from the instrument programming of basic local government unit the assumption is that of freedom of enterprise, unless the expected economic benefits are not eclipsed by the costs in terms of worsening of accessibility, mobility and the environment.

For the industrial sector considerations, partly as a result of the ongoing global crisis, are different; classic industrial areas tend to be gradually abandoned or have been in the past, with the exception of strong performances in the sector key of silk, or other specific funds.

The answer to which no reply was needed at this stage of rapid transformation was therefore: what is today, and especially what could be tomorrow, the demand for space for economic activities in the Municipality of Como?

Do not you run the risk, as has happened in the past in many parts of Italy, of overemphasizing a certain trend going on, projecting it into the future and thus providing residential space rather than industrial or tertiary completely overestimated compared to the curve which then actually its forthcoming ?

But above all, it makes sense to make predictions that are binding urbanistically the light of a socio-economic reality in such a rapid transformation as it is now?

The risk, of course, assumes a special significance for those activities that require large areas (industry, handicraft production, large commercial installations).

What might be the strategic choices for the relationship between entrepreneurship and territory in the XXI century in Como and its catchment?

Recalling for example, highlights the results of a study ("Plan for Competitiveness and Development") coordinated by Lanfranco Senn Bocconi University in collaboration with the Centre for Scientific Culture "Alessandro Volta" and the Polytechnic University of Milan, home Como:

  • Winning organizational formulas, beyond the capital and the factory;
  • Administrator's public key role in collaborating to find this formula;
  • fitting of the companies in the network;
  • integration into a large network of services;
  • sustainable development, namely the quality of life and services in the areas of water, energy, mobility, and green;
  • encourage the development of innovative technologies including in traditional sectors.

In this context of complex interpretation and management, the Regional Law 12/2005 ("Act for the government of the territory"), published on the BURL n. 11 of 16 March 2005, has redesigned the instruments of territorial planning, and required a renewed approach both locally and in relations with the region itself.

The analysis has resulted therefore as follows:

  1. Drafting of a technical study to support the drafting of the Government of the Territory Plan (TMP) of the Municipality of Como, for detailed information on the economic fabric and with a focus on retail sales network in a fixed location (Lombardy Regional Law n. 12 / 2005);
  2. Technical evaluations on development opportunities of the areas described, and the resulting fallout in territorial terms.

Before considering the merits of the size and characteristics of the local production it was decided to compose a broader framework, which was dictated not so much by simple trend of the past, as emerging from pulses of great significance at the level of system and network .

To do this, was completed a review of some of the major socio-economic specialist investigations that have been carried from multiple sources in the previous two years for Como and its territory.

He then dealt with and discussed the issue of trade in fixed place, which as mentioned is the number of firms, for their location, capacity and attractiveness of creating a strategic sector flows in shaping the face of the city, and its propensity identity, in particular, great emphasis is given to the project DUC, or the new urban district of Commerce. On 28 October 2009, in fact, the Regional Council has established by resolution of the Urban District of Commerce of Como following the approval of the intervention program funded by the regional call a year earlier.

The territorial unit of the urban district has thus become not only a new tool of "governance" of the sector, but also geographical unit for the planning and development of future economic activity. It follows that the analysis of historical and current and potential of the commercial sector have since then interpreted on the basis of the new unit of territorial planning and management.

There was then concentrated on the drawing and the comment of a survey which was designed, edited and executed directly by the Department of Industry, which was focused on interviews with a sample of 110 commercial, dining and accommodation in the city center, which in addition to provide information on the corporate structure, have expressed some opinions on accessibility and urban development, and have shown the incidence perceived by them on the composition of the customers in terms of geographical origins.

The focus then turned to an examination of the consistency of economic activities by sector, in terms of businesses and local units (data Chamber of Commerce). The comparison was done on the 2001-2008 period.

After an analysis of real estate values ​​through data OMI, finally, were worked out the ideas that emerged during the analysis and was found a set of instructions and helpful tips territorial planning in progress.
